can you import multiple users into Jira Cloud or do you have to add them all manually?

I am doing a migration from one JIRA instance to a new JIRA instance I have 100's of users and ideally can't do it manually due to time scales

Thank you, Peter, I have been in touch with Atlassian support and they have helped me identify what steps I will need to do to achieve the migration from one instance to a new instance
