Seat cost using Jira Slack integration.

Hi all,

My company is looking into Jira and Slack Integration using Jira Cloud, which allows some of our team members with no Jira account and access to be able to create tickets using just slack. 

In this case, if such a user created a ticket on slack, will Jira automatically activate a new account for this user and charge a new seat? This is our main concern.

If you use Actioner's Jira app, your non-Jira users should be able to create tickets on Slack without having to have Jira accounts.
