I am admin for a cloud instance of Jira. I am looking to create some additonal security for our instance I am looking to Single Sign On for our cloud instance.
Can it be achieved without Atlassian Access?
If so, can someone assist with the steps?

No - you need Atlassian Access to enable SSO.

In order to use SSO, it's necessary to subscribe to Atlassian access.
Currently, the only option that is still possible to configure without an Organization and Access is GSuite, but if you need to connect an Identity provider to allow users to login using SSO, it's necessary to use Atlassian access.
