Wondering if there are import/export options for skills in the activity timeline. Onboarding a large group and would like to be able to update the skills as required more easily that by individual.

In order to set up such metadata as Skills at scale in ActivityTimeline, I'd recommend using the 'Association to Jira Groups' functionality.
Basically, this feature allows you to map specific skill sets, positions, user roles, and even teams to your existing Jira groups and all users from that group will get that characteristic and this will stay in sync, so all new users in that group will also be getting these skills/positions.
This can be done in Configuration -> Users -> Groups:
This seems like a good solution if the skills where not measurable but very binary (ex. 0=don't have it, 1=do have it).
In our situation, the skills have 4 different levels of proficiency so individuals would differ withing the groups.
That's why i'm looking for a bulk export/import function.

Proficiency level can be updated later on but, unfortunately, it will have to be done manually.
There is also a more complex solution for this. It is possible to assign skills with specific levels of proficiency to a user via REST API:
