What are the steps to create recurring tasks with subtasks linked?

Do you mean that you wish to create a recurring task with a list of child subtasks? Or do you indeed mean that you want to link some issues to other issues? In Jira hey, subtask is not "linked" to its parent it is simply a child. A link is a different feature altogether.
assuming that you simply wish to create a recurring task with subtasks it would look something like below. Please note that there are quite a few posts in the community that give some very specific examples that you may wish to search for. If you could provide more details on what triggers the recurring task, such as the first of every month, or when some other task is completed, etc. then I might be able to give you a more specific answer.
Trigger - scheduled
condition - optional if any to ensure the action only occurs under your desired conditions
Action - create issue
Branch - for just created issue
action - create sub-task
action - create sub-task...

If you need to create recurring tasks, you can choose one of these add-ons. My team has developed some solutions to optimize work.
For example:
The Recurring Checklists and Report plug-in allows creating of recurring issues with a checklist and generating a report about action items that have already been done.
And the other one is the Business Process Manager.
Try it out to set routine procedures such as onboarding, vacation request, etc.
