Bug in Jira Cloud.
I create a new instance of myproject.atlassian.net
I added Ed.Bigname@domain.com to my site, but he never got the email. That's because his email is Edward.Bigname@domain.com.
Simple, I go in and add him as a new user. Get a nice confirmation dialog "user added" - except he doesn't show up in the list.
Okay - I'll delete the incorrect user. Can only do that by "show details" page for that user, chose delete, nice dialog pops up, all done.
Except, no, the incorrect user is still there.
Is the only solution to hose down the entire instance and start again? I mean, I'd raise a ticket, but no support for this freebie site.
(Fun fact, I look after a 10K user on prem site as well. If this is how good cloud is, maybe we'll stick with DS)

ok - the situation has "fixed" itself - by virtue of leaving it 24 hours and the user add/deletes have now happened.
It is still pretty poor that that the UI failed to show the relevant actions. If I was on the dev team at Atlassian, I'd put this into their "investigate" queue.
It may be that a newly instanced site requires more time to "settle down" than expected - they probably want to look into that, or, least effort, put up a banner mentioning that full functionality may take some time to be apparent
