I have been asked to add a reopen status to our workflow.  I have done that however once I have done that I want the ticket to then transition to the TO DO status. I am really not sure how to do this.  I have attached the workflowwf.JPG

You will want to do it something like this. Be sure to clear the resolution in the post function on the reopen transition.

direct transition from done to the status you want in the workflow itself

Create a transition from Done to To Do set a post function to remove the resolution value otherwise it will still show as resolved.  Any value in the resolution field is considered resolved.
