We have access to 100 license's user and have used all of them. After the upgrade to JIRA 7, we get this message:

"Your JIRA Software license's user limit is exceeded. Users with this license only can't create issues until you have upgraded your license or reduced the number of users"

If I remove 1 user so we only uses 99 then the message disappear, and everyting works fine.

I really hope that this problem get fixed quicly

Do you have some add-on like Atlassian connect (no clue if this is bundled or not)?
Have a look at https://jira.atlassian.com/browse/GHS-12620, and report to the support to have a fix. This solved my problem.

Connect is not an add-on, it's a framework supporting add-ons on Cloud. It's not a case of it being bundled, it's built in! I think what you mean is that some Connect add-ons may be causing this issue and you want to raise something at https://support.atlassian.com

You need to report this at https://support.atlassian.com - but first count your users very carefully - are you sure there are only 99 in users AND the admin group?
