atlassian marketplace 利用したいユーザ単位で付与できますか？

大変恐縮ながら、マーケットプレイスのアプリは基本的にサイトのユーザー数に応じた料金プラン体系となります。そのため、アプリの利用ユーザーを絞って特定のユーザーにのみ提供する方法はなく、サイト全体のユーザー数に応じた料金プランとなります。

Marketplace app licensing is based on all licenses on your instance.  There is not a way to have 10 app licenses on an instance that has 20 active licenses.
