I had a project that was team managed and needed to make it company managed. For that I had to create a new project then move all the items to that new project, delete the old project so I can be able to reuse the key again which I have done. I was able to use the old project key again and changed all items to that project name. Issue is that all the old items were renumbered, I have a list of all current ID's and previous ID's. I wanted to see if I can use a CVS file and go in and change the new issues keys back to the old issue numbers

I'm afraid it's not possible to directly change the issue keys in Jira, as they are generated by the system.
However, you can use a workaround, like this;
Export : Export the current issue data, including the issue keys and the new IDs, to a CSV file. Make sure to include the new custom field you created to store the old issue numbers.
It doesn't actually change the system-generated issue keys. Instead, it adds a custom field to store the old issue numbers alongside the new keys. This way, you have a record of the old numbers associated with the new keys.
