delete custom field cloud

How can I delete custom fields in JIRA Cloud? the only options i see are View or Screens

There's a delete option to the right of the fields in the custom field list

Some fields are "locked" in my instance. How do i unlock them?

You don't.

Locked fields are there to stop you doing bad things with them.  It is possible to unlock them, but only for certain reasons (mostly "something went wrong at a system level and we need to repair it"), and it's a restricted function on Cloud - you can't unlock them.
