Hi

Is it possible to synchronize JIRA issues between two different jira cloud and jira server projekt?

Yes this is possible.

There are a few add-ons that can help with that. Here are just two from those available. Note I have not used either.

Very much possible!

As Trudy correctly pointed you to a number of different addons that can achieve the integration of a Jira Cloud with Server, but the correct choice of connectors depends on what exactly you are trying to achieve. How complicated is the use case? What is the ticket volume? What fields would you like to sync across? Are there mapping involved?

As mentioned before by @Trudy Claspill, you'd need an issue sync app, such as Backbone, to sync issues between two different Jira projects.

Using Backbone, not only can you sync Jira issues between Jira Cloud and Server projects, but you can also opt to sync other data such as comments, attachments, and project versions.   

You 
can also manage the flow of information via uni- or bi-directional control settings and use customized access control settings to ensure foolproof data privacy.

As Trudy already mentioned there are a couple of 3rd party add-ons that allow synchronizing Cloud and Server instances. I work for a team developing Issue Sync for Jira which automatically creates issues, synchronizes fields, comments, and attachments between hostings, and keeps them updated.
