The option to add 'internal only' for comment visibility doesn't exist (end of step 5)
I dont want to re-notify anyone on the ticket of the comments, as these comments are coming over from cloning the ticket

It's an expected behavior if you use software project, not the service management one. The internal only option is used in service desk projects when agents (or thru automation rule) don't want the comment to appear on customer support portal.

I do see the option in my environment.

Alisa's answer is spot on. That option is available only when the issue being commented on is in a Service Management project. For issues in Software projects you can limit comment visibility to Project Roles and User Groups.
