Releases Panel showing for some issue types but not others

I can't seem to solve a challenge whereby the releases panel isn't showing on some issues, but is showing for others, within the same project.  So far I have checked:

• Fields - seems releases panel isn't a field itself (locked or otherwise) so can't enable or disable it in the field configuration scheme)
• Issue layout (new issue view) - the Releases Panel doesn't show as on option on the affected issue type (Story) but does show on the non-affected issue type (Sub-task)
• Uninstalling and reinstalling the only app that links to the Releases Panel, Rollout.io.  No change.
• Checked fields for naming clashes - none.

I'm not sure where else to go as the Releases Panel "field" is a bit of an enigma in JIRA administration.  Any help would be very much appreciated!

There is a Bug with the Release Panel. You can find it here - https://jira.atlassian.com/browse/JRACLOUD-73330

Atlassian, in their wisdom, has defined it as a Low priority. The workaround is unreasonable for any one with customized screen schemes and, wait for it, doesn't always work.

Please help get this issue upgraded to a higher priority by voting for the issue.
