We are looking at a way to specifically prevent product owners and scrum masters from adding people to a project, but keep their other admin privileges for that specific project.
However, I don't seem to find this in permission schemes. Is there a way to specifically prevent certain groups assigned to a project lead or administrator role from adding users to a project?

Whether this is possible or not largely depends on what you consider as admin privileges. There's a good chance that what they need for their role is not part of project administrator permissions at all.
The project administrator role grants the following permissions:
It is an all or nothing situation here. So if they can't manage access, they can't manage the other stuff either. And you'll need to have an owner in place who does take care of these things for them.

Yes the all or nothing is really what I was hoping you wouldn't confirm for me, but I was hoping that there was some more granularity in the permission scheme pertaining to project roles. Unfortunately that isn't the case!
