Hi fellow admins,
I have been asked to provide a regular (hopefully automatic) report on which users have not used Jira for some time (say a month).
In user management you can see the "Last Activity" field but can not seem to sort or filter by this.
Is there a way to create a report that can be emailed on a schedule that will give me such a list? It could run at the end of each month for example and flag anyone who's "Last Activity" is before the start of the month.

From the looks of it, even if the API, I couldn't find anything that would yield the last activity parameter. You could try yourself and search here and see if you can find anything.
Unfortunately the subscription filters would only email you issues and not users. With that said, my suggestion would be to export the list of the users, open this list on the excel and create a macro on the excel to find the results you are looking for (exporting the users on excel, will give you the option to sort by anything you want).

I did have a look at the Api and there may be a way to do it but was hoping for a simple report.
I think the Excel export may be the way to go for now.

Does your company use Atlassian Access? If so, there may be additional reporting in there, but I'm not sure as I don't use it.
If not, then Alex's suggestion above would be your best option.
