Restrict Create/Edit/Close/Delete sprint permission to a specific user

I want to restrict Create/Edit/Close/Delete sprint permission to a specific user, it seems that jira-administrators or site-admins can perform actions on sprint by default without "Manage sprints" permission. It is possible to do so ? also does "Administer Projects" permission allow managing sprints?

To what users/groups are the Manage Sprint permission actually allocated, in the project where you are seeing that jira-administrators and site-administrators are able to manage the sprints? What do you see for that permission in the Permission Scheme?
