Restricting the number of user creation for a Project ?

Hi,

I am using JIRA cloud version. I have two questions:

i) Can only the site-admin be able to create a new user ? Can a user having administrators or jira-administrators group cannot create a new user ?

ii) How do I restrict a user in adding new users to a specific limit ? Say, I want user A to have rights to add only 10 new users and not more than that. How can I achieve this ?
