I have an older ticket that has attachments, the newest of which is from January 2020 but most of what I need to get is from 2019. I can see the documents in the listing but can not load the content. Is there a reason this may be the case? And if so, is there a way to retrieve them?
What are you observing when you not "can not load the content" for the attachment? Does the issue's history show anything changing for the attachment?
If you see nothing obvious in the history, you may want to submit a defect to Atlassian Support to look at your logs. As site admin, you can do that here: https://support.atlassian.com/contact/#/
