Self Sign-up does not appear to work in Jira Cloud

This question is in reference to Atlassian Documentation: Enable self sign up

I've followed the instructions in this https://confluence.atlassian.com/cloud/enable-self-sign-up-744721636.html

And it does not appear to work.  I was expecting a "Create Account" option to show up.  The only option appears to be the reset password option which does not have a create an account option.  What am I missing?

Same here. Did you find a solution?

I suspect all accounts on your site need to be converted to Atlassian accounts before this will become functional.
