Shortcuts "assign issue " doesn't work

In issue menu, the "Assign issue"  disappare, and when I use shortcuts  "a"  (assign issue ), didn't work. 

I check the system component, I didn't find releated component disable. 

How to solve this problem? I want to the buttom "assign issue " show in issue page.

Do you have permission to assign issues in the project?

Sometimes the issue status might prevent assigning (e.g. Closed), have you checked if it does not work for other statuses either?
