Currently it's not possible exactly to see who added or created a Jira/Confluence user account. However, we can see when user account was created. To get this details please go to Audit Log
Setting --> System --> Audit Log
Also, a feature request is already raised with Atlassian for the same: https://jira.atlassian.com/browse/JRACLOUD-3157
