Simple resource Time management in Jira

Hi,

I want to keep track of how many mhrs/story points  each of my team members have available per day/week and as soon as they get assigned to an issue, the remaining available mhrs/story points should be updated accordingly, subtracting the mhrs/ story points occupied by the issue.

Can this be done by standard Jira or  do I need an add on ? If so, what can you recommend? Is there a free one?
