Has anyone ever set up a webhook that sent a notification to a Slack channel when a PR Request is created for in Jira Ticket?

Would Automation be an option here? There is an action specifically for this, called Send Slack Message (albeit still requires a webhook).
You just need a suitable trigger - so for example, if PR Request is an Issue Type, the rule might be...
