Smart Commits transition doesn't work based on jira permissions?

We're trying to do smart commits from github that include transitioning JIRA issues between statuses.   It seems to work for anyone who has administrator rights, but no one else.      The commit is fine, it's just the transition doesn't work.

I'm guessing there's a setting somewhere, but I can't find it.

Turns out the email address in github has to be marked as public in order for this to work.
