I am looking to sort the fewest to greatest number of comments in Jira using JQL to create a filter for a team member to work from.
Ideally, this would be so that we can follow up on tickets that have not been followed up on enough. I see that I can make a bubble chart containing # of comments but I have not found any other way to sort- it within Jira.

to the best of my knowledge, this isn't available in "plain" JQL; you'd either need an extension from the Atlassian Marketplace, or utilise Jira Automation to write the number of comments into a custom field.
As an example for the former, if you're open to solutions from the Atlassian Marketplace, this would be easy to do with the app that my team is working on, JXL for Jira.
JXL is a full-fledged spreadsheet/table view for your issues that allows viewing, inline-editing, sorting, and filtering by all your issue fields, much like you'd do in e.g. Excel or Google Sheets. It also comes with a number of "smart columns" that aren't natively available, including the number of comments.

(It's worth noting that JXL can do much more than that: From support for issue hierarchies, issue grouping, and sum-ups, to conditional formatting.)
This is really just one example for a Marketplace app that might solve your use case; there may be others. You may already know that you can trial any app for free for 1 month, and depending on the size of your site, it may be free forever. So perhaps try out a few and see which one works best for you.
