I have created a structure and everyone has all the access - to generate, edit etc. I have added Sort by Rank and it's working for me if I try to change the sorting. if anyone from my team is trying to do that they are getting error ( screenshot attached)

To expand on what @Heather Ronnebeck has mentioned, there are a couple of things you may want to check to begin.
The first is the order of the structure's permissions. This is particularly important because the order of the permissions will matter. The bottom most permission level takes precedence. So you will want to make sure that the highest permission levels are at the bottom of the list.
The second, if you find the first is ok, would be to double check the Global Permissions. This is less likely the case if you are able to reorder the issues with sort by Rank, but worth a look to rule out.

Could you also check that the atlassian-addons-group has "Browse users and groups" permission in Global Permissions?

Hi,
You will need to see if Manual Sorting is turned on for that structure board. It looks like they are trying to sort it themselves but it's locked in somehow based on either the structure board configuration or the view configuration that they have.
