We are two teams of two organisations both using Jira cloud for our project management.
initially started with Jira on first organisation "one"

now the project should be taken by the second team and organisation "two"

How should we move (or copy) all the exisisting issues and comments from one to two?
We have tried to do a Cloud to Cloud migration, but the support says "One of the requirements is that the Project type to be migrated should be a Company-managed project.", it seems our project is a "Team-managed project"... I didn't find anywhere in the documentation about that restriction. So actually we are stuck and don't know what to do such a simple thing to move issues.

The restriction you refer to is documented in this support article (what gets migrated in a cloud to cloud migration). In this article on migration methods the recommended way to enable your migration, is to convert your team managed project to company managed first.
Yet again, unfortunately, that brings some complexity to the table. You can find instructions on how to migrate between projects in this support article.

I need just move some tasks from one project to another, where is the complexity?
Move as minimum the taks description and title, and the comments as texts with users just names, without importing real users to the new projets. As option propose to migrate users as well. But please do something minimum. That is crazy I can't move some texts from one jira to another.

In your original question, you started by explaining how you tried to run a cloud to cloud migration and got stuck. The information I shared built off that prerequisite.
When you say you only want to migrate only a limited set of data for your issues, you may consider using csv export / import of your data instead. In that case:
