Subscription/Filter Issue

My manager gets emails forwarded to her from x-employee email accounts.

One of the accounts sends an empty report every day, she wants this to stop (I know she could handle this via email rules but...)  As mentioned the creator of the private filter has left and their account removed from JIRA as it was via Active Directory.  How can I remove this filter as an administrator?
