TMP "ORDER BY parent ASC" will not do a 2nd level ordering

Successfully ordered by parent (epic in this case), I want to sub-sort by summary. But regardless of sub-sort field selected, it only sub-sorts by Key. Is there a solution?

I see the same behavior, but only when "parent" is the first field in the ORDER BY clause. 

So far I haven't found any other posts about this.
