Team Managed Project > Cannot edit workflow start

I am trying to edit the workflow start in a team managed project, to another "To Do" status category status. Already walked through https://support.atlassian.com/jira-software-cloud/docs/manage-how-work-flows-in-your-team-managed-project/

However, I am getting an error "Right now, you can't edit this transition..."

How can I move the create transition to status = "To Do"?

I have seen multiple posts in this community about people having problems moving that Create transition in Team Managed projects, and none of them have been solved so far. I have not been able to figure it out either.
