I notice that when I click "Simplify workflow", I got this error:
There currently exists an active workflow scheme xxx. This conflicts with the Software Simplified Workflow management. Please rename or remove the existing workflow scheme before attempting to convert project xxx
Can someone explain this message? I think this only happen after I configure to use the same workflow schema for different projects.
When you click that button, Jira will attempt to create a workflow named "Software Simplified Workflow for Project <your project's key>". The message indicates that there is already a workflow with that name and it is part of a Workflow Scheme that is associated to a Project.
A Jira Administrator can confirm this by going to Settings (the gear icon in the upper right corner), selecting Issues, and then selecting Workflows. Finding the workflow there in the Active list will show the Workflow Scheme in which it is included.
The admin can click there on the link for the Workflow Scheme to display the details of the Workflow Scheme. This will include information about the projects that use it.
If it seems appropriate, the admin can go back to the workflow, edit it, and change the workflow name.
The process of switch to the a simplified workflow will also create a Workflow Scheme named <Your Project Key>: Software Simplified Workflow Scheme. The admin may also need to change the name of the workflow scheme found above to ensure there is no naming conflict there.

The suspected cause in my case was that although Software Simplified Workflow was originally requested, others have since removed the simplification.
I followed the advice given in the error-popup: "Please rename ... the existing workflow scheme before attempting to convert"
I renamed the workflow scheme (to avoid the naming-conflict) changing it to something like '<project-key>: (modified) Software Simplified Workflow Scheme' (I inserted the text '(modified)') - this worked and I was then above to convert the workflow.
the old '<project-key>: (modified) Software Simplified Workflow Scheme' is now in the INACTIVE section of the Workflow Scheme management (in Jira Admin) and no longer associated with any Jira Projects and can therefore be deleted, and in the ACTIVE section I can see the newly-created '<project-key>: Software Simplified Workflow Scheme' has been associated with the Jira Project.
Finally, I confirmed that the Board Configuration now shows that a Simplified Workflow is in use, and the desired 'Add Status' button is now available.
