I have a user that can not view a plan and also does not have "Plans" in their menu bar. They are part of a group that has full access, and I have also tried adding them to plans as an individual and they still do not have access. Nobody else in the org has had this issue as of now.

Just to double check you checked this user permission if you go to settings > products > Advanced Roadmaps permissions then you can check what groups have access to create, view and edit plans.
When you open the "More" tab on your menu it doesn't show there either.
If that checks out, can you please check if this user is in the Jira-software-users group does he have product access to Jira Software?
What you can try is sending them the link to a plan and see what happens if they can see it and don't see the plan's on the menu it's a bug and you need to contact Atlassian if not the user has an access permission issue.

Just so you know now they will consume a Jira software license, and plans are feature or Jira software. If they plan to work in Jira software projects they need it.
