Users unable to add watchers

I have a couple of users that are currently not able to add watchers or do user mentions in a project.  The add watchers area is there, but when they type a name of a member of the project it does not load the names.  Same with mentioning someone in a ticket using the @, nothing loads.  

Permission helper shows they have permissions to add watchers and check marks stating no other settings are stopping them from doing this?

Any ideas what else I might be missing?

As an additional note, as a organization admin I can add watchers and do mentions without any issues.  But the Team Lead and Administrator of the project can not.

There is a Global Permission for Browser Users. A user must have that permission in order to be able to mention other users in memo fields. It probably also affects the ability to find users under Watchers.

Confirm the affected user have that permission.

That did fix the issue...  Sounds like a bug in the permission helper as that should of let us know about that item.

you are right when you are saying the permission helper should be aware of this circumstance.
There is a Suggestion open with Atlassian you could vote for:

• When using the Permission Helper to check the Manage Watcher permission, it should check Global Permissions for "Browse Users"
