We need to create new issue type as Feature Epic and edit it in the filters of already created projects? any idea how can we achieve this?
Filters are owned by a person. They can also be shared or private. As an administrator, it takes extra effort to do the kind of "filter maintenance" you are suggesting. But the good news is that it can be done.
Each board will be dependent on a filter. That filter could be owned by anyone. Note also that a project might have multiple boards (and thus multiple filters).
To incorporate your new issue type into those filters, you'll need to edit each filter. That's pretty straightforward for filters that you own.
For filters you do not own, you have two options:
In Jira Cloud, you can go to "Filters" at the top and select "View all filters". There you can see who owns each filter, as well as the level of access (private, or scope). If you own a filter, you can use the 3-dots menu to "Edit" the filter.
To edit a filter that you don't own, you'll have to be a Jira admin and use the "Log in as user" feature. Using the "all filters" list above, make a list of people you will need to impersonate, and what filters they own that need to be updated.
Then as a Jira administrator, go into Jira Settings > Users Management. Click on a user's name, and then click on "Log in as user". You'll then be able to edit their filter and save it. Watch for the link at the top to log out of that user and back into your admin account. You'll need to do that before you can move to the next user. Be sure to save each updated filter.
I like to alert my users before I do this. Jira will send them an email, notifying them that I've "Logged in as" them. It's also good security practice to close the loop, and let users know when you've completed the process (and won't be impersonating them).
