User Alice created (is the owner of) several filters and dashboards used by the organization. Alice no longer works for the organization. We would like to revoke site access for user Alice, and ultimately delete that account.
What will happen to the filters and dashboards created by Alice, if we delete her account? Will the filters and dashboards still work? Can we change the "ownership" of the filters and dashboards created by Alice to a different account?

Yes, the filters and dashboards will still work, but you really need to change the ownership.
So, yes, you can change the ownership, but you must be a Jira Administrator.
Go to Settings > System > Shared Filters (or Shared Dashboards)
Search for the filter or dashboard in question and then click the 3 dots to change ownership.
No, there is not a bulk function to do massive changes at one time that I know of.

Shared filters and dashboards will still work and you always change the ownership of those to another user. But before you delete the user, and after you deactivated the account, I would look for any private filters and dashboards to see if you need those. After that I would go ahead and delete the account if needed or just leave it deactivated.
