We had an email handler which had a Default Reporter who was a user at our company. That user left the company, and disabling their account caused the email handler to silently stop processing incoming email messages.
To fix this, we switched the Default Reporter to "Jira Automation". This made sense to use because it's a user that will never get disabled.
We are now having an issue with Automation rules because for some reason, any automation rules which trigger off "Create Issue" will not get fired when issues are created from the mail handler with a "Reporter" of "Jira Automation". This does not make sense because our standard automation rules, which run as "Jira Automation" have no problems triggering off an "Create Issue".
Do others create an additional account just for your email handlers and then give that user permissions on the project for which you are running automations?
