Prior to migrating to JIRA Cloud, I built a JIRA Program that was made up of multiple JIRA Plan Boards. This provided all of the Teams in my area a single place to view all of the planned work. I am not able to find the existing Program Board and I am not able to find the tools that would allow me to build a new Program Board. Thanks in advance!

The program board you refer to dates back to Portfolio for Jira 2.x (also called live plans). That view has never been upgraded to the new experience of Advanced Roadmaps and was never implemented in cloud.
To - more or less - simulate the behaviour, you could set up a separate plan based on JQL filters to pull in only the top level hierarchy items of your different plans.

Interestingly, you seem to have tagged the wrong Robert Denton. I don't know how that's happened.
I think whoever's done the work for the tagging function hasn't taken into account multiple that people will have the same name!
