The exported value is not calculated in seconds; that is how the data are actually stored in Jira. If you see them presented otherwise in Jira, it is because the UI transforms it into a better reading format.
Similarly, if you want to view the data in hours in Excel after exporting it, apply a calculation formula there to convert the seconds into any type of unit you like (e.g. seconds / 3600).
