Why am I getting a "dead link"? Jira REST API

I'm working through a Jira-WSO2 connection. Our sample Jira site is in the cloud. I am attempting a POST request to create an issue in Jira.  When deploying my cURL commands, I am getting an Atlassian HTML response containing:

“Oops, you've found a dead link. - JIRA"

Are there any known fixes or suggestions? Thank you!

Hello, the POST request is made by an account that has create issue permission?
