Why can't team leaders see past time for inactive members?

Once a user is end-dated as inactive in a team, managers can no longer see that member's timesheet. The manager has approval rights of the team as well as the tempo manager role.  

This wasn't always the case, has something changed?

We have the Cloud instance of JIRA with Tempo so we are automatically updated. Thanks :)
