Why can't I create a Sprint?

• You don't have the right permissions: You can only create a new sprint if you have the 'Administer Projects' permission in all projects included in this board's backlog.

Should it be the Manage sprints permission now?

In 7.x, yes you are right, that should be sufficient. Problem with atlassians documentation however is that they NEVER state which versions a DOC is intended for, so in average (throughout versions) it's still more common that you need to be a project admin. They could work on this i guess.
