Hello, I need to know how to block external or internal users from accessing projects, only those who have access should be able to create new issues.

Are you referring to company-managed or team-managed projects?

If company-managed, you can configure these permissions by using a permission scheme as described here.

If team-managed, the permissions you mentioned are defined in the access configuration of the project as described here.
