I want to mandate story points acceptance criteria and description before story is moved to DONE or ACCEPTED. Probably jira automation rule which will not allow users to move the story unless above criteria is not met

I understand you want to make sure that some criteria are met on a story before it can be transitioned to one of your completed statuses.
Automation is not the way to prevent a transition. What you need is a validator.
Please take a look at this piece of documentation - specifically the Validators section. It should help you get a grasp on how validators work and how to set them up.
Since you want to work on acceptance criteria, you might be interested in using a Checklist app. I'm not sure if all of them support validators, but I can tell for sure that our Issue Checklist for Jira Free does.
With some regex, it's even possible to make sure that a particular checklist has particular (or all) items completed before a transition happens. If this piques your interest, you can reach out to our support team for support tailored to your use case.

Are you working with issues in a Company Managed project or a Team Managed project?
For a Company Managed project you can do this by adding Value Field Conditions to the workflow transitions to go to the Done status in your Workflow.
For a Team Managed project you can do the same with Workflow Transition Rules.
