What do you mean by "recurring activity"?

It this an issue that has to be re-created periodically? If so, you can implement an automation rule to do that:

1. Use the Schedule Issues trigger
2. Use  the Create Issue action

I have the idea that you can create an issue in Jira as a profile of the candidate. Or using Jira Service Management for raising a request of recruitment from any departments in your company.
