As a Jira site/org admin, I have many clients with different sites (jira instances).
How can I create a unified board where I can see all my tasks from all sites?

btw - how would you explain it to the client? to reduce the resistance, if any? I mean - they might be afraid of data security issues? How can I calm the client from this perspective?

That depends on the solution you select.
If you choose Watchtower I would recommend that you set up your own Jira instance where you install Watchtower and create boards that pull data from the client sources. To connect from your instance to the client instance you will have to generate a Person Access Token on the client's instance, for each client instance.
The board you create on your own instance could possibly be shared with other users of your Jira instance. They would be accessing the issues in the client systems based on your access token. You would need to find a way to assure the client that the board would not be shared with anybody else.
Technically if they allow the creation of personal access tokens then they have no way to control if their data gets shared with others. Once a person has a PAT and can pull data from the system, it could be shared with anybody.
So I would encourage you to have a dialog with each client to find out about the data security policies they have for their company, and confirm you would not be in violation of those policies.

To add on what Trudy said: Of course, it's always more secure if you don't share your data. There's no real argument against it. But I understand that this needs to be treated in a trustful way.
I think the question is also what is the value for the client? If you have the data synchronized/visible in your Jira, you can:
