Problem -
We want to take care of a use case where the Customer credential is compromised and a hacker changes his email id so that he receives further communication in his changed email id.
Steps that might solve -
How to get hold of the email id given by the Customer for the very first time using Jira service desk API so that we can verify based on the first trusted email. (I saw webhooks user_created for Cloud but nothing for Server)

Jira Server supports multiple web hooks spanning a variety of events, including user profile events, which should meet your need.
