This is quite commonly used when you have users whom you only want to see certain projects within your Jira instance

No, this is not possible. The person must be able to perform functions as the assignee which cannot be done if the person is not a user and does not have a license.

It sounds like you are trying to get around having to pay for licenses for the system. That should not be done.

Can you elaborate a bit on what you are trying to accomplish?
Really using the Assignee field is not possible since those would need a user license. Also for a user to be able to see the task they would need to have an account and log in.
If you are merely trying to assign something to someone and have them be notified by email for example (and they won't ever enter the system) you could use a user picker field and just use it to indicate who is supposed to work on it.
