Now it is possible you've run into a bug. But it's more likely a configuration oddity.
Taking a look at your query, I did notice you could simplify it by using
project in (labkey, "Digital Data Repository") AND ...
since the subsequent AND clauses for those two projects are identical.
Now I'll just ramble on about possible causes and things to double-check...
As I'm sure you know, running your query in the "issue navigator" (accessed via "Issues and filters" in the left navbar from any board) will show everything that matches the JQL. Specific board configurations, though, can layer on top of that to change what is shown on a specific board.
Saying that another way: The same JQL can look radically different on differently configured boards.
This suggests that the problem you're encountering is probably in the board configuration. I'm unclear about exactly what's not working. But I'd recommend reviewing the "Board settings" specifically in these areas:
