What permissions are needed to link issues between two projects?

Hi, I am trying to figure out which permissions are needed to successfully link issues between two Jira Service Management projects in the same instance. I want to link issues created in Project 1 to ones in Project 2.

Current permissions:

Project 1 - Service Desk User, can create and manage tickets
Project 2 - User, with link permissions 

Currently, users are not able to link issues in Project 2 to ones in Project 1. What permissions do I need to enable?

Hi @Jonathan Whitford ,

To create links on JIRA issues, you need to have the "Link Issues permission" in the project(s) to which the issues belong.

As currently configured, users are able to link issues in Project 1 to ones in Project 2.

Thanks for your response @Lender. I configured the link issues permission but users are still not able to see issues in that project when linking. Linking is also turned on globally. Are there any other permissions I or setting I need to configure?

To view the project and its issues, so you can link them, aren't Browse Project permissions also needed?

Technically, you need both browse projects and link issues permission in order to link.
Without any of the two, it's not going to work.
